If you're receiving the Code 46 - Windows Cannot Gain Access to This Hardware Device Because the Operating System Is in the Process of Shutting Down. The Hardware Device Should Work Correctly Next Time You Start Your Computer error, here's how you can fix it.
This error code occurs only if you used the Safe Removal application to prepare the device for removal, or pressed a physical eject button. For example, you probably right-clicked to remove a USB device.
1: Plug in and Unplug the Device
Plug in the device that's causing the problem and remove it again, this time without any other user intervention.
1: Reboot
If that didn't work, simply restart your computer. Click on Start, Shut Down, and then select Restart.
