PEstamp is a simple freeware command-line app that can show the Coordinated Universal Time (UTC) compilation of a Windows executable.
PEstamp can be run by starting the Command-Prompt or PowerShell and typing in "PEstamp filename" assuming the file in question is in the same folder that PEstamp is executed from. You are then shown both the date and UTC that the file was compiled.
