This device has failed and is undergoing a reset (Code 54) is an error that can appear for different reasons. Here are some steps to resolve the problem.
1: This Device Has Failed and Is Undergoing a Reset (Code 54) - Reboot
Because the device reset and didn't start, a reboot might solve the problem. We wish every problem were that easy.
2: This Device Has Failed and Is Undergoing a Reset (Code 54) - Network Troubleshooter
Click on Start > Settings > Update & security. Click on Troubleshoot on the left.
Click on Additional troubleshooters on the right.
Click on Network Adapter.

Open PowerShell or the command prompt as administrator.
Type the following lines and press Enter after each.
netsh winsock reset

If that fails, you might need to reset network settings.
Finally, Code 54 is often seen when connecting an iPhone to a Windows 10 computer.
Open your Music folder. Right-click on the iTunes folder.
Click Properties. Uncheck the Read-only box.

Click on Edit > full control.
Click apply.
You need to be logged in as an Administrator.
