How to Find Windows Accessories, Windows System, and Windows Administrative Tools Folders
Currently, in Windows 10, there are numerous tools available located in different locations or folders in the Start Menu. Starting with Windows 10 21H2, Microsoft has moved the Windows Accessories, Windows System, and Windows Administrative Tools folders into a single folder called Windows Tools.

To find Windows Accessories, Windows System, and Windows Administrative Tools, click on Start > Windows Tools.
A new window will open.
You can right-click on your favorites and see if the option is available to pin to start or pin to taskbar. You can also right-click on the Windows Tools folder and pin the entire folder anywhere you want.
Obviously, some people won't like this new change but don't forget that you can also use the Windows Key + X or use Search. We rarely use the Start menu to access Windows Tools anymore, so we barely notice the change.
