How to Resize 'Save As' Window in Google Chrome and Other Applications

Recently, out of the blue, my Google Chrome 'Save As' dialog box decided to open full screen. While not the end of the world, I found it annoying and couldn't resize the window until I remembered the simple fix. Note that the same problem can happen to almost any application.
Numerous keyboard and mouse combinations can "break" things on you, wondering how your favorite settings suddenly disappear.
Anyway, the top thin line of any application is called the Title Bar.
Double-click the Title Bar to exit the full screen and resize the window the way you like it. That's it!
