Windows 10 will notify you if you're PC is charging slowly. If you're aware of a problem, like using a third-party charger, or failing batteries, you can disable this notification in Settings or the Registry.
Turn On, or Off Notify me if my PC Charging Slowly over USB Notification in Settings
Go to Start > Settings > Devices > USB.
Uncheck Notify me if my PC is charging slowly over USB, which is on by default.

You can save yourself some time, and trouble and download the registry files.
Open Regedit and copy and paste:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Shell\USB
Right-click on the right window and click New > DWORD (32-bit Value) and name it NotifyOnWeakCharger.
Value Data 0 will disable notifications, and 1 will enable notifications.
