GetPixelColor can capture the color anywhere you point your mouse.
The interface is a bit strange with a hanging skeleton, but who are we to talk with this ugly website? There's a typo or two, most likely from English translations (sintax, not syntax) for example but the app does what it was designed for. It is portable, so you have to navigate to the "EXE Ready" folder and run "GetPixelColor 0.4.exe."
You can choose from various syntaxes including HTML, CSS, C#, VB.Net, Perl, and Python. The RGB, HEX and HTML numbers are always displayed and ctrl-x is the keyboard shortcut to copy the current code to the clipboard. A sound is played when a code is successfully copied.
GetPixelColor isn't getting any awards for design, but it works well and it is portable and lightweight.
