It’s not going to do much more for you, but there is a niche for a tool like this. I would guess that the author made this utility to fill a particular need they had and made this available to all. The program says it works with BMP and PNG, but I was able also to open JPG as well.

In Windows 10 if you have set Windows Photo Viewer as the default for all programs and the images will still open in the Photos (metro) app this will fix that association problem.
