TurboTop allows you to set and keep a specific window always on top.
It sits in the systray until you need to use it. Click the icon and TurboTop will display all open windows, from there you can select which window you would like to remain on top. TurboTop's popup menu will also show which windows are currently locked in on top by displaying a corresponding checkmark.
