WhatColor can help anyone who is color blind or having difficulty recognizing colors on the screen by giving you the color name and RGB values anywhere your mouse is.
WhatColor works by identifying any color of the current pixel your mouse is at. It's pretty cool. It not only tells you the RGB values but also the name of the color as well.
Options allow you to load at startup, keep on top, define hotkeys, save color sets, view horizontally or vertically, and more. It's well thought out so that even using the program is accessible to anyone who needs it.
WhatColor was designed by someone who is color blind to identify colors on the screen. It's not designed to make changes for better viewing. You can find those settings under Control Panel, Ease of Access.
WhatColor can also be used by web developers or graphic artists to identify colors they need to match on their screen.
